If the stocking can fit on a Christmas Tree without looking out of place with other ornaments then yes it counts as an ornament.

I make smaller ornaments...I've just learned to tat, so am making tiny snowflakes. Do you think that would be a good thing to send?

Sounds fine, but if they're "mini tree small" you might want to include more than 1 when sending to your partner
